
New Delhi, 22 January 2026, The Government of India has recently revised the Motor Vehicles Rules. The Indian government has mandated the clearance of pending toll dues before vehicle services. The Central Motor Vehicles (Second Amendment) Rules, 2026, which came into operation, cover both private and commercial vehicles.
Authorities will refuse a No Objection Certificate (NOC) for vehicles with unpaid toll charges. The government blocks vehicle transfers until owners pay all pending toll charges at ETC plazas.
Besides a Certificate of Fitness renewal, vehicle owners are required to settle their toll dues. Also, a commercial vehicle with a National Permit must be debt-free to get the necessary approvals. These measures seek to discourage toll evasion and make it easier for the authorities and the public to comply.
A vehicle owner can use the new Form 28 to apply for an NOC. This form is designed to increase transparency because the user has to declare any outstanding toll charges. The user simply needs to provide the information called for, and the entire procedure is completed online, and the process will be very fast.
Personal vehicle owners and operators have to check their toll accounts and clear any outstanding balances before they make any significant transactions, such as vehicle ownership transfer, registration, and renewal of documentation.
