The Indian government has officially launched the PM RAHAT (Road Accident Victim Hospitalization and Assured Treatment), which is a significant advancement in emergency healthcare. The PM RAHAT scheme aims at reducing the road accidents fatalities in India by simplifying the operation. It combines the 112 Emergency Response Support System (ERSS) and a digital framework, so that victims get to hospitals and treatment without prior payments.

- Golden Hour Focus: This focuses on preventing 50 percent of preventable road deaths, which happen because of the absence of immediate medical help.
- Digital Framework: Integrates the Electronic Detailed Accident Report (eDAR) from Ministry of Road Transport and Highways with the National Health Authority system (TMS 2.0).
- Quick Authorization: Serious cases should be confirmed by the police within 24 hours and life-threatening cases within 48 hours.
- Timely Reimbursement: Hospitals are paid under Motor Vehicle Accident Fund (MVAF). The claims are usually paid by the State Health Agencies within 10 days.
Comprehensive Coverage and Universal Eligibility
In contrast to most welfare initiatives, PM RAHAT is a universal scheme which is victim-centered. It is used in all types of roads, including national highways, state roads, or city streets. Also applies to all people involved in a motor vehicle accident, irrespective of their type of vehicle. This includes:
- Inclusive Eligibility: Drivers (car and commercial vehicle operators), passengers, pedestrians and bystanders are covered.
- Financial Cap: Cashless treatment of a maximum of ₹1.5 lakh per victim over the course of up to seven days following the date of the accident.
- Stabilization Period: Assured stabilization care up to 24 hours in non critical cases and 48 hours in life-threatening cases.
- Funding Sources: The payments are made from general insurance contributions for insured vehicles. While the central budget is used to cover the cases of a hit-and-run as well as uninsured.
The introduction of the PM RAHAT programme is a major step towards the shift in the Indian road safety and healthcare policy towards a citizen-first policy.
